I downloaded gimp 2.2 but when i go to it all that shows up are the tools.What do i do?

Hey this stinks i was making a union and all my charter memmbers where charter members in the last 30 days!!!!look

Unable to invite these charter members for the following reasons:

yayoyayo is already affiliated with or invited to the maximum # unions allowed (30).
