Why isn't The Arctic Monkeys new album favorite worst nightmare available to review but you can stream the music?

Artic monkeys are apparently going to release Fleoresent adolesent from their album as their second single from favorite worst nightmare i think this is a wrong desicion because the songs not particuarlly good and didn't stand out for me on the album plus no ones going to download it of i tunes because they don't know how the hell to spell it.
