Levels update every morning and have been working at a rate of 99% of the time since about late December of last year. Though, a few weeks back the level updates didn't run a few times leading to mass pandemonium. Lots of new features have been added, along with a major site upgrade this year. Oh, and submissions are normally processed with 5-10 days no matter what, not up to 6 months like last year.
